State Representative John Smith explained Wednesday how a recently proposed bill would assess the growing impact of artificial intelligence in Texas. To illustrate this, he used the AI tool to verbalize his remarks.
House Bill 2060 was being discussed Wednesday afternoon in the House state affairs committee, with Rep. Giovanni Capriglione of Southlake there to voice his support. The bill proposes setting up a seven-person council to consider Artificial Intelligence (AI) purchases that the state’s governmental agencies would use.
At the podium, Capriglione informed the committee members that his prepared remarks were written by ChatGPT – a powerful AI system capable of generating readable text on demand.
Capriglione says:
“Artificial intelligence, or AI, is transforming our lives in many ways.”
“AI has the potential to solve problems that were previously unsolvable and create new opportunities for growth and innovation. AI can help us analyze vast amounts of data, detect patterns and make decisions in a fraction of the time it would take a human to do so. However, we must also acknowledge AI has potential risks. It can perpetuate biases and lead to unattended consequences that can harm in society if not properly evaluated. That’s why we need HB 2060.”
The Texas Senate proposed the formulation of a council whose primary objective would be to observe the usage of AI by state authorities, survey if a code of ethics for AI solutions is needed, and advise policies for defending Texas citizens’ privacy.
Capriglione went on to say:
“House Bill 2060 is a necessary step in ensuring that AI is used ethically and responsibly in our state,”
ChatGPT, in a House committee room, typically generated jokes which did not evoke many laughs. Surprisingly, it crafted something that even left the room in splits on this occasion. The joke had the audience laughing uproariously, which was a welcome change to mundane proceedings!
Capriglione continues to say:
“Why did the robot cross the road?” he asked the committee. “To get to the other motherboard.”
The public offered no comment on Capriglione’s legislation at Wednesday’s meeting; thus, the committee marked it as pending. It is uncertain when further action will be taken regarding this bill.
As AI technology continues to advance, it will be crucial for lawmakers and society to consider its implications and potential uses carefully. While there is no doubt that AI has the potential to transform many aspects of our lives, it is important to ensure that its development and deployment are guided by ethical and responsible principles that prioritize the well-being and interests of all individuals.
