The Center for Artificial Intelligence and Digital Policy (CAIDP) has urged the FTC to stop the planned release of advanced AI systems in the consumer market. CAIDP made an official complaint against this to the U.S. Federal Trade Commission.
The CAIDP recently filed a complaint about OpenAI’s GPT-4, a large language model, citing it as being “biased, deceptive and a risk to privacy and public safety” on March 30.
CAIDP, a non-profit research organization, suggested that GPT -4’s commercial release would violate Section 5 of the FTC Act, which prohibits acts or practices that are “unfair or deceptive” involving commerce.
The AI ethics organization backed its stances by citing the GPT-4 System Card as evidence for its argument.
AI systems can reinforce beliefs, ideologies, and worldviews and even perpetuate untruths – potentially foreclosing any future examination, advancement, or correction. Moreover, the model may reproduce biases and stereotypes that could cause harm to certain marginalized groups.
The Centre for AI and Digital Policy (CAIDP) filed a complaint against OpenAI for releasing the GPT-4 for commercial use without any independent assessment or risk awareness. CAIDP asserted that OpenAI knew the risks and made GPT-4 available to the public.
The CAIDP requests that the FTC investigate OpenAI and other powerful AI systems’ products. As a result, they are calling for examining the potential competition implications these entities pose.
“It is time for the FTC to act […] CAIDP urges the FTC to open an investigation into OpenAI, enjoin further commercial releases of GPT-4, and ensure the establishment of necessary guardrails to protect consumers, businesses, and the commercial marketplace.”
The latest version of the ChatGPT, GPT-4, is considered to be ten times more intelligent than its November-released predecessor. A study found that on March 14, it almost achieved results from the U.S. high school and law examinations in the 90th percentile range.
